Governance

Accountable where it must be, neutral where it counts

Polaris separates what governance may steward from what it may never touch: the monetary core is permanently immutable, and no transaction type exists that could mint, seize, or move user funds.

The Genesis Council governs Polaris

The Genesis Council holds governance. It is a multisig wallet controlled by its members, with 5 signers out of 9.

Council members are legally accountable, vetted and audited institutions. They are not anonymous token holders. A member may also run a validator, but running a validator gives no seat on the Council.

What the Genesis Council can and cannot do

The Council certifies the issuers who may create regulated assets. It sets the compliance officers and adjusts a bounded set of economic parameters. It also votes on its own membership.

The limits matter more than the powers.

  • Adding an issuer is slow, with a time lock. Removing an issuer is fast.
  • A parameter change of more than 5 percent needs a two-thirds supermajority (66.67 percent) and a delay of at least 30 days.
  • A change to Council membership needs a high threshold and a time lock.
  • No transaction type exists that can mint POLA, seize funds or move a user's funds. The Council cannot do what the protocol cannot express.

Phased decentralization

Polaris decentralizes in stages, each one gated by a measurement rather than a date. Validators run under proof of stake, and can join and leave without a chain reset.

Two safeguards limit capture. Foundation, ecosystem and strategic partner supply cannot be staked as a validator bond until outside holders control more than half of the stake-eligible supply. The protocol also caps the weight that any one affiliated group can hold.

A credibly neutral monetary core

Credible neutrality means no party can bend the rules for or against a user. Polaris achieves it in two ways.

First, the monetary core is immutable. Total supply, decimals and allocations cannot change after genesis. Second, native POLA payments stay permissionless. Compliance rules attach to issued assets and registered records, not to plain POLA transfers.

Frequently asked questions

What is the Polaris Genesis Council?

It is the body that holds governance. It is a multisig of legally accountable, vetted and audited institutions, with 5 signers out of 9.

What is phased decentralization?

Validator participation widens in steps, each gated by a measured threshold rather than a date. Polaris runs proof of stake, adding validators as the network matures.

Can the Genesis Council mint or take my POLA?

No. No transaction type exists that mints POLA or moves a user's funds. Supply, decimals and allocations cannot change after genesis. Compliance rules apply to issued assets and registered records, not to plain POLA transfers.

Who certifies asset issuers on Polaris?

The Genesis Council does, permanently. Certification is an audit with legal liability, so anonymous stake never does it. Adding an issuer has a time lock and removing one is fast.

What does credibly neutral mean for Polaris?

It means no party can bend the rules for or against a user. Polaris limits governance powers, fixes the monetary core and keeps native POLA payments permissionless.
